Did our Board violate the Open Meetings Act?

That's the question.
In a memorandum released on March 3, 2011, Superintendent Jerry Weast refers to the Board of Education being "briefed" in May and June of 2010 on a plan to lease 20 acres of public school land to Montgomery County. Board of Education minutes do not reflect any such discussions. So we have asked the Maryland Open Meetings Act Compliance Board for an Opinion. Did the May and June 2010 "briefings" of the Board of Education concerning leasing 20 acres of public school land violate the Maryland Open Meetings Act?
