...However, even if political leaders embrace Starr, the fallout from the health insurance money flap will take some time to sort through (especially if the inspector general begins an investigation), so the new superintendent will have little choice but to dig into what happened.
And, to be sure, as Starr begins to examine some of this data, he might find other idiosyncracies in school system records. Starr has an opportunity here to create a clean slate if any funny business was going on with school budgets, all he has to do is open the books. Then, he becomes part of the solution, not a porter for old baggage....
