  1. Special education funding reflected a 2 1/2 million surplus overall but the non-public tuition costs for special education was underestimated. There was a $300,000 deficit in this category. Consequently, MCPS is vehemently opposing parents, who are advocating for non-public placement based on the unique needs of the child. MCPS has been falsely stating they can manage certain situations in the general education environment. This is an example of how the inclusion theme has been misrepresented and is a failure. Many of these children cannot be handled in the general setting. It is bad for the student and overwhelming for the teacher and other students in the classroom.
