Starr wants to use MD RFP from 2007 to buy 2,000 Promethean Boards in 2012

2007?
Yes, that's what Superintendent  Joshua Starr's "Revised" memorandum to the Board of Education now says.  Superintendent Starr cites a 2007 Maryland Request for Proposal (RFP) as part of his explanation of how the 2,000 Promethean Boards will be purchased.
The Maryland RFP doesn't even mention Interactive White Boards, much less the Promethean brand.  Below is the Scope of what is included in the 2007 RFP that Superintendent Starr cites.
No Interactive White Boards are included.

Superintendent Starr's memorandum to the BOE doesn't actually mention the name of the vendor that will be supplying the 2,000 Promethean Boards that he wants to buy.

Did they just fall off a truck?
