Starr Duped Gullible Board of Education?

On September 11, 2012, Superintendent Joshua Starr brought a Revised Resolution before the Board of Education that asked the Board to approve the purchase of 2,000 Interactive White Boards by using Maryland State Contract # 050B7800023.  
However, the Maryland State Contract was an expired document.  That didn't stop the Board of Education from voting to approve Starr's Resolution.
  
The Parents' Coalition reported that the Board's vote was on an expired, and therefore unusable, contract to the Montgomery County Inspector General.

On December 11, 2012, Superintendent Starr is bringing a new Resolution to purchase 2,000 Interactive White Boards before the Board of Education. This time he has written in the name of a new contract in the Resolution, MEEC 2012-14.

For those keeping track, this is now Superintendent Starr's FOURTH VERSION of how these 2,000 Interactive White Boards will be purchased.  

But, what is the Board of Education really approving on December 11th? Will the Board actually read the new contract that Starr is proposing?  Do they ever read or see the contracts they are asked to approve by the Superintendent?

Are Board of Education votes on major contracts simply a charade?
