Montgomery County pedestrian signalization still does not comply with the over-20-year old ADA law. ADA has 3-1/2 ft. per second; in Montgomery County, it is still 3 ft. per second.

Here is some text at http://guide.saferoutesinfo.org/engineering/traffic_signals.cfm#clear under 'Increase Pedestrian Clearance Intervals:' "The pedestrian clearance interval is the time remaining for pedestrians to cross the street once the flashing red hand indication is displayed on a pedestrian signal. The 2009 MUTCD requires this interval to be calculated based on a minimum walking speed of 3.5 feet per second."
